The short version
- Today: invoices paid in cash, which in Slovenia also includes cards, must be verified with the Financial Administration (FURS) as they are issued.
- Public sector: invoices to public bodies have been sent as e-invoices for years.
- From 1 January 2028: invoices between businesses must be issued and received as structured e-invoices.
Timeline
Today
Fiscal verification of cash and card invoices
Every invoice paid in cash or by card is sent to FURS and carries the ZOI and EOR codes and a QR code.
1 January 2028
Mandatory B2B e-invoices
Businesses exchange invoices with each other as structured e-invoices based on EN 16931, in the eSLOG 2.0 format.
Fiscal verification (FURS)
Before you can fiscalize, you register your business premises and electronic devices with FURS. When you issue an invoice, a protective mark (ZOI) is calculated and the invoice is sent to FURS, which returns a unique identifier (EOR). Both codes and a QR code appear on the invoice.
If FURS can't be reached, the invoice is still issued with its ZOI and must be submitted again later. Paply does that resubmission for you automatically.
E-invoices from 2028
From 1 January 2028 a PDF by email will no longer be enough between businesses. Invoices will travel as XML in the Slovenian eSLOG 2.0 format, aligned with the European standard EN 16931, so they go straight into your customer's accounting system.
The good news: if your invoices already live in a proper invoicing tool, the switch is mostly invisible. You keep filling in the same form; only the delivery changes.

When do e-invoices become mandatory between businesses?
From 1 January 2028. Until then, you can keep sending invoices to businesses by email with a PDF.

Yes. You add your premises and devices in Paply's settings, upload your FURS certificate, and Paply registers them and fiscalizes your invoices from then on.
Is Paply available in Slovenian?
Yes. Paply is developed in Slovenia, and the app, invoices and customer emails are all available in Slovenian.
